Nonprofit Organizations Participate in Community Governance:The Role of Marketization

The marketization of non-profit organizations has been controversial since its inception. The focus of the debate is whether marketization will erode or even expel volunteerism. On the other hand，as a non-profit organization that may be an important participant in community governance，does opening a market-oriented road enhance its ability and effectively“embed” in community governance? This article attempts to respond to these questions through case studies. The study finds that marketization and volunteerism of non-profit organizations are not zero-sum games，and both are the key elements to support the ability of non-profit organizations. In community governance，volunteerism enables public welfare organizations to gain valuable recognition among the various subjects in the community，and marketization provides a resource guarantee for public welfare organizations to participate in community governance. Therefore，the marketization and voluntary spirit of non-profit organizations can coexist，and their marketization can play a positive role in the participation of non-profit organizations in community governance.

By employing text analysis and grounded theory，30“party-building” cases are coded.On the basis of 11 open codes，2 first-level indicators and 4 second-level indicators of party identity are constructed. Furthermore，based on the case study，this paper provided several hypotheses to articulate the mechanisms through which party identity contributes to community mobilization. The hypotheses can be verified or falsified by quantitative empirical studies in the future.

Considering the negative externalities and repeatability of air pollution，cross-regional cooperative governance has become a consensus，but empirical research on the relationship between cooperative network agents is still insufficient. To explore the structure and evolution characteristics of regional cooperative network，157 policy texts in recent ten years were analyzed by using network density，network centralization，degree of centrality and aggregation subgroup. The study found that the network of haze cooperation in Guanzhong has been formed and more mature. Xi’an is always at the center of the cooperation network，but the influence of each urban area tends to balance. Top-down pressure and horizontal coordination work together to promote intergovernmental cooperation，but mainly the former. At the same time，we should also guard against the failure of administrative authority，strengthen communication and horizontal coordination，and mobilize market and social forces.

As an agreement or legal rule for the conversion of special shares into common shares in dual-class shareholding structure，“sunset clause” is of great significance for the correction of inherent defects in dual-class shareholding structure and management of scientific and technological innovation enterprises. However，through the investigation and comparative study of the U.S. securities market，it can be found that the“sunset clause” stipulated in the listing rules of China's existing science and technology innovation board only includes events and shareholding ratio“sunset clause”，which is still not comprehensive in scope，and it is difficult to deal with such problems as the weakening of management ability and the increase of agency cost of special stock shareholders in developing countries for a long time. In order to perfect the rules，we should pay attention to the special functions of different types of“sunset clauses” and design the system collocation. The time based “sunset clause” should be introduced into the listing rules to maintain the management efficiency of technology innovation companies. Listed companies should be allowed to set the time limit and shareholders should be allowed to extend it，so as to ensure shareholders’ autonomy in the arrangement of corporate interests and optimize the governance structure of scientific and technological innovation enterprises.

Due to blind spots in the supervision of leaders and secretaries，corruption cases often occur. With the support of the law and the inspiration of historical experience，the structure of two-way supervision of the secretary and the leader is on the horizon. We should make full use of the methods of the ancient supervision system，implement the supervision of the secretary by the leadership，let the secretary assume the responsibility of supervising the leadership，form a new type of two-way supervision between the leadership and the secretary，and promote the deepening of anti-corruption and honesty. However，the formation of a two-way supervision structure still faces certain difficulties. According to the current problems，this article puts forward relevant suggestions for the construction of a two-way supervision structure of secretaries and leaders.
